Canada has introduced a new temporary immigration measure that gives eligible work permit holders more flexibility to develop their skills while continuing their lives and careers in Canada.
Under the new public policy, eligible foreign workers who hold a valid work permit may study in Canada for up to six months without obtaining a separate study permit.
The measure came into effect on September 4, 2026, and is currently scheduled to remain available until December 31, 2027.
What Does the New Measure Mean for Workers?
For many temporary workers already in Canada, pursuing additional education or professional training can be an important step toward developing new skills or meeting occupational requirements.
Under this temporary measure, eligible work permit holders can enroll in a course or program lasting six months or less without going through the additional process of applying for a study permit.
The authorization to study lasts for a maximum of six months or until the worker’s current work permit expires, whichever happens first.
This could provide additional flexibility for workers interested in short-term education, professional licensing or skills training while they remain authorized to work in Canada.
Who May Be Eligible?
According to Immigration, Refugees and Citizenship Canada (IRCC), a worker may qualify if they:
- Hold a valid Canadian work permit; and
- Enroll in a course or program of study that is six months or less in duration.
Eligible workers may use their valid work permit as evidence of their authorization to study if requested by their educational institution.
Can You Continue Working While Studying?
Eligible workers may be able to continue working according to the conditions of their existing work permit while completing their studies.
However, workers remain responsible for complying with the conditions of their employment and work permit. If studying requires changes to an employment schedule or other contractual arrangements, these should be discussed with the employer.
There are also important considerations for individuals studying full-time. Work experience gained while studying full-time under this public policy does not count toward eligibility for the Canadian Experience Class or toward Canadian work experience points under Express Entry’s Comprehensive Ranking System.
For this reason, workers considering full-time studies should understand how their decision could affect their longer-term immigration plans.
What Happens If the Program Is Longer Than Six Months?
This temporary measure is intended for short-term studies.
Individuals who want to complete a program lasting longer than six months will generally need to obtain a study permit and meet the applicable requirements.
The new measure also does not create a new immigration pathway for people outside Canada. It is designed to provide additional flexibility to eligible workers who already hold valid work permits in Canada.
Why Has Canada Introduced This Measure?
The Government of Canada has indicated that the policy is intended to help temporary workers strengthen their skills and qualifications while supporting labour needs in important sectors of the Canadian economy.
Workers in areas such as skilled trades, health care and technical occupations may, for example, benefit from greater flexibility to pursue short-term training or licensing opportunities while continuing to work.
The measure is part of Canada’s broader approach to addressing labour market needs while managing temporary immigration levels.
Could This Opportunity Apply to You?
If you currently hold a valid work permit in Canada and are considering additional education, professional training or licensing, this temporary policy may provide greater flexibility.
However, immigration and study decisions can have different consequences depending on your work permit conditions, type of studies and future immigration plans.
